2002 mercury 25hp dies under load

someone please help me. I have a 25 hp outboard I’ve cleaned the carburetor in and out, set the timing but still dies when I give it throttle in gear. It’s like it’s flooding out
 
If it's flooding out, the plugs will be wet. If it is starving for fuel they will be dry! Other thing to determine if its too much or too little, get access to the carb Venturi with a can of spray Sea Foam (auto parts store....walmart) or starting fluid WITH added lubricant..some have it some don't. With the can of spray handy and access to the Venturi is open, get yourself into the situation you describe and when it starts acting up, shoot some spray into the venturi. If you get a temporary surge in power you are short on fuel. Most of the time, immediate asking for more fuel is controlled by the low speed carb adjustment. Rule of thumb on that adjustment is open it (ccw) fractions of a turn until you can go from idle to getting the boat on plane without hesitation.
