2002 Mercruiser wont start

My boat started cutting off while in neutral. Runs fine otherwise. Changed oil, oil filter, fuel/water filter. Now it won't turn over at all even fully choked. Is this normal when you change fuel filter or is there something else I can check? Tried priming with starter fluid but it acts like it wants to start but doesn't.
 
Try to start the engine for no more than 10 to 20 seconds. Then, with ignition off, remove flame arrestor. Hold choke open. Look down carb throat and have someone cycle the throttle from N to wide open and back once. Does gas squirt??? Ifso... likely electrical problem. IFNOT...Electric or mechanical fuel pump??? Did you fill the fuel filter with gas before reinstalling it?

How old are the plugs, wires, cap/rotor? I have a MERC Thunderbolt V on my engine and get one good season out of a cap/rotor, often 2, never 3. Regular plugs or platinum tipped? (latter last longer).

Great idea Sandkicker! Plugs are 2 years old. I did not fill fuel filter with gas. My guess is it is starved for fuel. I would assume once it has filled up and starts sending gas to carb we are good. I'll try the throttle deal also. Appreciate the feedback.
