I have a 2002 5.0 mpi Mercruiser that sputters under a load
Could it be the fuel pump
It seems that’s the only thing left to change

The best way to know if the issue might be of the fuel pump or system ‘then you could try buying (or renting from an auto store ) a EFI fuel pressure test gauge to see if the pressure is doing odd things.

Have your engine serial number handy to see if your engine model has a fuel rail schrader valve (that looks similar to a tire air valve) or not to connect the gauge.

as suggested, check the fuel pressure...and check it with the engine under a load - at no-wake speed, cruising speed and (briefly) WOT, if you can...

Would an ECM report tell me even if there is no code alarms?
Depends on your motor and how it was made, this is why Fun Times asked for your serial number.

In most but not all cases the fuel pressure is not read by the ECM. The ECM adjust fuel flow based on what other sensors are reading. As FT and makomark have mentioned need to measure your fuel pressure
