2002 merc 9.9 2 stroke problem

Appreciate any suggestions.

I have a Mercury 9.9 two stroke. It's a 2002, I am it's only owner. Don't know much about outboards but have managed to do various repairs on it (thermostat, impeller, gromet for cooling, cleaning carb) but have hit a snag.

The engine wont start cold. If I shoot some fuel mix into the carb, it fires right up. It idles decent, and shifts into low idle forward and then back into neutral without problems. The carb is clean as a whistle and I rebuilt it recently. Just refuses to start cold without that shot of mix into the carb.

The float is new, and I have used two different needles. The old one and the one that came with the rebuild kit. With either needle the problem remains that it needs a shot of mix into the carb to start up. Otherwise I am pulling and pulling with no success. Carb is otherwise good and clean (taken the thing apart multiple times and recleaned), fuel lines look good, spark is good.

Any tips? Does this have to be a float height problem? It is a a little below an inch. Could there be something in the carb I am missing? Anyone with these old 2 stroke mercs have similar problems?

Would hate myself if I had to take this to a mechanic but we might be there. Tired of bringing a turkey baster filled with mix when i go out. Appreciate any help.
