2002 J90PL surging at top end

When I am running my J90PL at full throttle I get a continuous surging effect. It is not from the prop cavitating or ventilating. I have not looked at the tachometer when this occurs. It happens at 38mph. If i back the throttle down to 37mph it will run without issues. It almost feels like it is hitting a rev limiter. Good power for a second then cuts down for a second. This process continues until I pull back the throttle just a little and run it at 37mph. Is this a fuel issue or does it sound like I am in fact hitting a limiter?

I'll have to run it again to get the RPM in which the problem occurs. I am guessing the reason for the portable tank is to eliminate venting issues?

It is all about RPM if you think it MIGHT be a rev limiter.-------Speed of the boat means NOTHING.

I took my boat out and the motor tops out at 5200 rpm. This is where it occurs.
