2002 50 hp merc

Trim will only go up, but stop right at the point where you would place the highest pin to lock the motor. There is only one switch to trim the motor up and down. It seems like it will trim but not enough to get the engine out of the water for docking. I an manually pull it up while pressing the up button. The engine trims down slow, but works.
Oil level was fine.

Please, any ideas??????? Is there a special switch or relay that engages the full tilt function.

I have the 2002 Merc 50 three cyl. 2 stroke----

On the starboard side of the motor are two small boxes. Those are the relays that control the up and down of the trim motor. Probably one or both are bad. They just snap out and you snap a new one in. About $20 a piece at a Merc parts dealer.
