2002 50 GXI Engine Problem running too cool

"OK so this is the problem, my engine is running too cool under power and then warms up when it's idling and standing still. The problem is when running it won't let me hit full throttle because it thinks the engine is up to proper temp and this is a built in preventative feature to avoid premature engine wear. This is continued from a previous post. I had replaced the raw water impeller a couple weeks ago and I just put the boat into the water a little over a week ago for the first time this season.

ok so here's what I've done so far. Last Friday I replaced the thermostat it ran a little warmer under power but still is running too cold. Today I went and took the raw water pump apart again to check everything over. The impeller is the exact sime size as the old one was. I do have a question about the mounting plate the impeller housing bolts on 2. It spins pretty freely and the holes only line up a couple different ways. Should that mounting plate be moveable or somehow locked in a fix position. I know that it doesn't rotate when the engines running but was just curious about that. So bottom line is afer all that I still am having the same issue. Anyone have any other ideas??"

"Ok here's the deal the engine was doing this prior to any thermostat change, and yes it's the correct 160 degree VP Part that I replaced the original one with. They were identical in every way. The Thermostat housing looks fine and no issues there. I';m starting to think that it's the sensor going into the thermostat housing that has an issue with it."
