2002 3.0 Mercruiser only runs at max rpms

We have a 2002 Mercrusier 3.o L. We tried to take it out today, for the first time this year. It will only run at max RPM's. When we try to lower the throttle or put in reverse, it stalls. We have tried to spray carb cleaner in the carberator. We have not tried the seafoam, but we already filled the tank. How much would we need to add to a 24 gallon tank?

Anything else we should look at?
