2001 Transom Assembly leaking

With two or more people in the boat I get water leaking through the transom shield. When the boat sits at the dock, there is no leak at that transom shield.
I hauled the boat today and pulled the drive and checked the bellows. There was no water in the bellows and a gimbel bearing and universal joints are all clean and good.
its looks like it dripping below the drive shaft onto the transom shield. I suspect it is running down from another spot. Any clues what might be causing the leak.I have limited accessability to the area.
 
Did some more digging on my water leak problem. It looks like it might be coming from the shift cable sleeve, the clamp above the nut is rusted Can the shift cable sleeve be changed without removing the engine (5.7 GXI) and does anybody know what size the fitting is on the shift cable sleeve
