2001 mariner running at half speed

i have a 2001 mariner four stroke running at 2800 rpm tops with the throttle full forward. Flushed out the fuel system from tank to engine. Does the carburetor need to have the small filter on the carb assemblies at the fuel inlet line or can it be removed and run without it? is there a circuit that makes running at half speed happen? if so, what can i do? please help....
 
You need the fuel filter...too much garbage in the fuel and a 4 cycle engine has smaller jets that are easy to plug. What HP and SN? Some engines have high and low speed stators. Are all plugs firing...will the spark jump a 7/16" gap w/a loud blue snap?
 
this is a 90 hp mariner four stroke carbureted engine. Supposedly its a yamaha power head and a mariner lower unit mixed up. so does the inline small fuel filters need to be installed since its carburated and not fuel injected?
