" I rebuilt my Johnson 90 and finally got it to idle by unscrewing the low speed needles out far enough to get enough fuel in each cylinder to keep it running. It runs pretty good now, but how do you balance the low speed needles so each cylinder is getting the right mix without one being overly rich or lean? Do I need an exotic tool that is way out there in price or is it possible to do it with my set of tools? Thanks for any help. "

" What you are looking for is the highest and smoothest RPM for each carb. The motor should be in the water, running at proper temperature, in gear and unrestricted. Adjust one carb at a time. It might take you awhile but just take your time and I'm sure you will finally get your motor to idle properly. "
