2001 evinrude 40 hp trim

The trim on this evrinrude 40 hp will go up but will not go down. It does click at the relay when either botton for down is pressed. The up works fine. have checked all connections. Since the relay does click I assume it is ok(right or wrong). Any suggestions. Thanks
 
Switch the relays. If the problem reverses itself (now goes down instead of up), one relay is bad and requires replacing.
 
GREAT TIP! Switch the blue and green wires and sure enought, it went down and not up. Why didn't I think of that. Looks like I'm off to buy a new relay. THANK YOU SO MUCH
