As long as your oil has a "GL-5" rating it will work. If not even minimal water intrusion into the lower unit can cause it to foam up and blow the seals out of the lower unit - that's really not a good thing
The 50 bigfoot has low gears and was meant to "push weight" as opposed to reach "high speed".
I'm not sure what "restricter" plate you read about - there is an "attenuator" plate on the carbs, but that is to help keep powerhead noise down, nothing to do with (de-horsing) the engine.
Also, it's more than just jets that are different, the carb body is not the same.
And then there is the "why bother" factor.
To see a 15% performance improvement, and only in top speed if the displacement is the same, you need to increase your horsepower by 50%.
Going from 50 to 60 horses is only a 20% horse increase, so on a perfect day would result in a whopping 6% increase in top speed.
And, if you live in the US it is "illegal" to change the horsepower of a recreational outboard. And while you might never get caught if anything ever happened that was investigated, you can be sure that the coast guard and/or insurance companies will find some way to blame your altered motor for accident - even if the boat was t-boned while sitting on a trailer in the parking lot...
