2001 3.0L runs poorly when in gear

We've got a 3.0L HO VP in a Glastron SX-175 bought new in '01 (inboard-outboard).

It currently starts fine, and will run at all RPMs when the prop is disengaged (though it starts shaking when at idle speeds). But when we put the boat in gear (forward or reverse), the engine starts chugging like an old lawnmower and will only give enough power to cruise slowly, even when we open the throttle all the way.

We just replaced the spark plugs and the distributor cap, which is why we can get it to start now. But we can't seem to track down this part of the problem.

I have a very similar problem with my 2000 5.0GL VP. It runs fine in nuetral and with ears on out of the water, but when in gear in the water it boggs down and has no power. Originally thought it was fuel issue, so replaced fuel filter and tested fuel flow at carb - all ok. Replaced plugs, distributor cap and coil - with no change in performance - still no low-end power.
Out of ideas.
Anyone have suggestions?

My opinion is you both have carb problems. The bigest amount of my work is NOW fuel related. Both those engines should be electronic ignition and those rarely fail. If good fuel is in the the carb and they still don't run you have all ready diagnosed the problem.

i ran some SeaFoam from O'reilly's through it with no change. It seems to be running rich - almost like the choke is sticking when at full throttle. is there an auto choke on these carbs?
I pulled the front of the 2BBL Holley carb off and cleaned - it seems to be pushing plenty of fuel.
