2001 25 hp Falls on face when adding power?

Fresh gas, rebuilt fuel pumps, rebuilt 3 carbs, starts and idles OK, put in gear while in water and prop spins, but will not take throttle...falls on face!!!!!! I removed the oil tank and VRO, the 3 wires are not connected to anything...does the Power Pack think I have no oil...so it wont let me excellerate? The local outboard repair guy says $100 per hour, he will figure it out and fix it. Very helpful, ya think?
 
Trouble shooting must be done to learn the facts about the motor.------Compression test results are ?-------Do you have spark on all 3 cylinders that will jump a gap of 7/16" ??------Then again it might be as simple as opening the low speed mixture screws 1/8 turn at a time to see if that improves the running of it.----------Excellent move to get rid of that unreliable mixer unit.

This motor is "LIKE NEW" untouched for years...very low hours...Starts great, snappy throttle, plugs are new, expert carb man adjusted mixture screws. If you think I should do a compression test, I can, but why? I don't know if plug fire would jump 7/16", I do know it fires right now to start. The carbs were adjusted by an expert. Wires to oil mixer? OK to not connect? I'm suspect of Power Pack. Any way to test it?

A " good " OMC ignition system was engineered to produce up to 40.000 volts and will easily jump a gap of 7/16"------------No testing ,then you will only stand there admiring this like new motor and guess as to what might be wrong with it.
 
Yes, it is a "Beautiful Thing"...but to your point, check the spark!!!! OK, but tomorrow, it's 7:30 here, and I want to eat supper.
I will check spark tomorrow and let you know what I see.

I own more than one of these 3 cylinder motors !--------Picked one up that " looked like new " for the right price.-------Knew full well that it needed 3 new pistons and rings due to oiling problems.----------Many wonderful looking outboards have been ruined by folks that simply do not know how to run them.
 
I checked compression Cyls 1,2,3 ...95...100...100
The spark will damn near jump 3/4 inch.
Idel...pulled plug 1 (drops RPM), pulled #2 (drops RPM), pulled #3 (no difference)...so I removed carb and rebuilt, now pulling #3 plug makes a difference.
Still can't put in gear, motor falls on face. I pulled the flywheel to see what was under it...everything looks new...the Encoder looks fine, flywheel magnets, no rust, the Sensor Assy looks new...
Any suggestions?
 
I now believe it's a FUEL problem... not an ELECTRICAL problem.
I've ordered 2 fuel pumps off e-bay from a 30 HP motor, includes all the bent hoses.
Pumps are PORT and STARBOARD specific, "I guess one sucks and one blows."
The O-ring on the filter housing on mine have swelled up and are impossible to re-use!
I will try to buy new O-rings today. I'm still trying to make mine like new and fix my "falls on face" problem.
