2000 Yamaha 40hp will not turn over

Boat with motor has been sitting outside, under a tarp, and has not been run in two years. Motor only has about 350 hours on it. always use Stabil in gal tanks......not winterized in two years.
I tried to start it recently, and it will not turn over......starter engages, and seems to be almost able to turn the engine over, but can not. I used the battery charger, on "start"....55 amps.....and seems to "almost" turn over, but won't quite do it.

I need to have a general idea of what it might cost to have the engine examined to get an idea of repair costs.
 
If a fully charged battery still doesn’t turn it over remove the spark plugs. Maybe shoot a little Wd40 in each cylinder then turn the fly wheel by hand at first. When you notice it free up then hit the starter a little. Install your plugs and try it out. I would definitely make sure the fuel system doesn’t smell like varnish first. If it does remove all fuel and clean the whole system from tank to carburetor. This may and I mean may save you an expensive carburetor repair.
