2000 Volvo Penta 4.3L GL Fuel Pump Issue

There is 11.54 Volts at the connection to this fuel pump when cranking over the engine, however the pump does not run. I bench tested this pump with 12v and it runs perfect. This makes no sense to me, what am I missing?
 
Which GL model?

Check the connections and including the ground. Need to make sure there is a good ground

Next make sure the relay transfers power to the pump when cranking and when started (diodes)

Yes the relay transfers power to the pump 12Volt connector when cranking , unable to check with motor running(diode) until I get the fuel pump running when cranking. Thanks I will make sure there is a good ground connection As far as which GL model it is the carbed GL
 
see if you can draw current from the fuel pump connector (vs just measuring voltage) using a test lamp with a bulb...sometimes the relay contacts get corrodes and will show a reasonable voltage but won't pass enough current to run anything...if no test lamp available, just change the fuel pump relay...
 
Ok so the issue is solved. The fuel line from the tank to the filter housing was plugged. When I was just cranking the engine I could not tell if the pump was running or not. Thanks to AllDodge and makomark for your help. This boat sat for 3 years with treated but 3 year old fuel in it. Hence the plugged fuel line.
