2000 mercury 3.3 hp 2 stroke

I have purchased a 2000 Mercury 3.3 hp 2 stroke engine. Can't seem to be able to open the spark plug access hinged cover at the rear of the engine. I have pulled down on the cover with no success but am afraid to force it open. Any suggestions.
