Now what are the symptoms again, does it even try to start, does the starter engage? One thing though, all boat owners that plan to do their own repairs should invest in a boat repair manual, and at least a cheap Digital volt meter for testing electrical circuits. So, form what I can remember the solenoid is not picking up and is just clicking, is that correct?
