Some background information. The carburetors were swapped with 70Hp carbs at dealership when boat was purchased in 2000.
Outboard bogs down at wot. Will only get about 4200 rpm. I have been chasing this for about one year. Have replaced fuel lines from tank to motor, gas tank has been swapped, squeeze build and water separator filter changed, carbs have been cleaned by two different mechanics. Stator was replaced had no affect, compression test came back good. Still cannot find the issue. I have ran at WOT and sprayed premix into carbs and only bogged a little. The mechanic is unsure what could be causing this issue. Stated maybe the exhaust is clogged.

Any ideas?
 
What boat ?----What pitch is the prop?----Does spark jump a gap of 3/8" on each lead using a test device?-----Flywheel key checked?
 
This motor has a jet foot installed, original from Johnson. The impeller-liner has been checked and is within tolerance.

I will have the spark and flywheel checked and will report back.
 
Spoke to mechanic, since he replaced the stator the flywheel key was checked during replacement. He stated the spark was good.
