2000 Johnson 25 hp not pumping water

My 25hp Johnson is not pumping water. I have replaced the thermostat and water pump. Any ideas on what could be causing this?
 
If running in a barrel or large trash can, the water "must" be about 3" above the area where the lower unit bolts up to the long exhaust housing (the location of the pump) as the water pump is not self priming.

Was the copper water tube properly seated in the top grommet?

Was the water tube properly inserted in the water pump grommet?

Wondering if the tube may have been out of line and forced/bent upwards... or missed altogether. (It happens).
 
The tube was aligned and appeared to be connected properly. The old impeller appeared to be melted at the top of the fins. We tested it submerged and with the hose.
 
pull thermostat housing off water should fly out when running at idle If not something is still askew.internal blockage What was the condition of old water pump impeller?pieces of old impeller could be lodged in block and head.
 
Tried that johnnygjr. Nothing, but in reverse I can spray water through the thermostat and it comes out the lower. Oh and the old impeller was melted on the fins. It was supposedly replaced in September and ran for about an hour after service.

I would remove lower unit and the powerhead for inspection.-----------Perhaps the grommet / seal at the top of the water tube is bad,-----------------Note----The water tube did stay up in the housing , yes.------Or did it stay in the pump housing ?
 
pull L/u attach hose directly to copper tube with clamp to see if upper seal is intact with engine running.use flashlight to check seal.
