2000 Evinrude Ficht 225 - Power Problems

I have twin 2000 evinrude ficht 225's. Just replaced the lower unit on the port, counter-rotating engine. Issue is that immediately following the LU replacement, the port motor will not run above 4100-4200 rpm, but is consuming 20 gallons of fuel per hour vs. normal 11-12 at 4200. motor starts fine, seems to run well otherwise.

The tach seems to be fine and both engines seem to be in sync when running, so i am thinking a tach problem is unlikely.

The fuel consumption has led us to think that there may be an incorrect gear ratio issue in the box, but the dealer (OBR in Alabama) has confirmed that they sent the correct case for the motor.

Stumped at this point

Any thoughts or ideas?? Greatly appreciated...

same prop, all cylinders firing. We are now thinking it may be throttle position sensor - throttle is feeding fuel, which is why floscan is showing the 20 GPH, but thinking that the position sensor is incorrectly feeding EMM data which is why RPMs are not appropriate for throttle and fuel flow - any thoughts??
