2000 EFI 200HP Mercury Optimax - Modulating RPM

When I am running at a constant RPM it will suddenly drop in RPM for several seconds then speed back up. Example i can be running smoothly at 4100RPM and then it will drop and run at 3200RPM. After a short time it will speed back up to 4100. It seems to mostly go away once it has fully warmed up but that is not always the case. I have had it to a couple service shops, tuned up, new plugs but it still does it. Any idea's?
 
Thanks Jeff, do you know of anyway I can determine which injector is the issue? I assume that would be the first step to isolate the problem.
 
Make sure first that the fuel tank doesn't have water in it.( does it have a fuel/ water filter)
If not u need one. Water will separate from the gas sitting, when on water it starts mixing.
Also look at fuel line at primer bulb if it's the old gray line they used going to primary pump , it needs to be changed. ( notorious for breaking down) and filling filter side with hose liner.
