2000 90 johnson fast idle

My fast idle arm does not work.
I see it move a little when I put engine in gear but no idle speed increase when I raise arm.

If raising the idle throttle control lever doesn't cause the throttle linkage at the engine to move, you've got excessive play somewhere. Find the play and correct it.

it could also,..be hung in 'quick-start',..which,..would show very little increase,if already at 1100
