2000 90 hp outboard motor

Engine has trouble at low slow speed, motor runs great at higher speed, just stops when trolling, I put new power pack, coils and plug in it along with new temp sensor. thanks for any help

Don't even know if it is Evinrude or Johnson. Evinrude would likely be Ficht, Johnson carbed.

Clean the carbs properly, including the throttle bodies.
Idle fuel gets metered in the throttle bodies, not the carbs.
