2000 70 hp idle problem

2000 70 hp idle problem- Rebuilt the carbs,replaced VRO with new straight fuel pump, rebuilt the power head (one scored cyl) new rings, seals and gaskets. 125 psi all 3 cyls. New fuel tank,hoses and water separator, new gas and primer lines, recleaned carbs. Runs like a "bat out of" at high rpm's, idles rough and sometime stalls at low rpm's. Will starve for fuel at low rpm's but restarts easily by activating primer. 2 questions. How does the thermostat and pulse limiter affect idle? Or is there something else?

Idle circuits in carbs are still dirty. Concentrate on very tiny holes under that top cap, the tiny brass tube that sticks down into the carb bowl, and possibly the round nozzle gasket on the larger tube that sticks into the bowl. (You might not have the small tube, but look for one anyway.)
 
?----The pulse limiter is only needed for the VRO.-----It protects the VRO from exploding should there be a pressure spike from the crankcase.-----------You no longer have VRO installed.------Explain in detail what " rebuilt " means as in did you rebore the bad cylinder and install an O/S piston and rings ?
 
Had low compression in the bottom cylinder. Took it apart and found that the retaining ring for the piston pin had come out at some time and the pin moved over and caught on the port and gouged the wall. Had a new sleeve installed and bored .020 over to match the other 2 cyls. that were honed at that time. This was not a new engine when I bought it. New piston with pin and retainers and new rings for all 3 cyls.
 
Soak them overnight,then blast them with high pressure water, followed with high pressure dry air and reassemble carefully with new gaskets ETC. Make sure your workbench is Spotless
