2000 50hp Merc elec choke info wanted

I have top 2 cylinder plugs blackened. Bottom 2 are light brown. Was running well until got some water in the engine compartment. Two wires were under water for 3-4 weeks. Ran rough since. To me, I would think it is a choke problem. I'm ignorant of how the electric choke (fuel enrichment) works. Any info would be appreciated before I get to it. Thanks.

It's simply a valve that allows gas to leak into the motor for cold starts. Disconnect and plug the lines to see if it's leaking.
