2000 40hp tilt trim issue

Took boat out last week and the tilt started leaking down, would tilt/trim up fine but would leak down. Checked fluid and it was full, took out the manual tilt plug and found small inner o-ring broken. Changed it and filled back up with new fluid. Took several tries but finally got it to tilt and trim all the way up. Bled air out and seemed to be working fine.
Took boat out yesterday and it would not trim under load. Would trim up with no load, but then it seemed to act like it had a spring inside the hydraulic cylinder. When I give it power it would go down about an inch or so(looking at the tabs used to trailer the engine). Would not go all the way down but definitely noticeable downward tilt.
Went home and bled it more, I put weight on the lower unit and it picked me up, but still seems spongy. My question is do you think it just has air in the lines and needs to be bled more or do you think I need to look at replacing all of the o-rings in the main cylinder?
Boat has not been used since September and is garage kept.
 
First, Thanks for your help. One question, I saw a YouTube video that said to leave the fill plug out when running it up and down. Is this correct, I have been putting the plug in when running up and down. It will be Thursday before I get home to test it again.
 
Ran it up and down 5 times, lot of air. Seemed to work right at that point, ran it back down again and it started feeling spongy again. Cycled it 5 times twice, still a lot of air but seems to be getting better (goes down less than it did a couple days ago when pressure applied). Motor started to get hot so I stopped and will try again tomorrow. Seems to be improving, anything I should be looking for?
 
Took boat out yesterday and still same results. Will not trim up when pushing the boat. Also! still has the spongy feel.
