2000 40 Hp smokes and runs rough?

ok so I have a 2000 40 hp it starts up fine and idles for a few seconds then gets real rough and lots of smoke and the only way to keep it from dying is to keep it at full throttle. when in forward it will only stay running at full throttle but it is only going about half of top speed and running rough. if I back off the throttle it will die and its hard to start back up, only way to start back up is open throttle wide open and crank it over several seconds and it will start again. Only way I can get it to run good is to unhook the fuel line. once I prime the fuel it starts right up. then I unhook the fuel line and after a few seconds of running rough it runs perfect all the from idle to wide open. as soon as I hook the fuel line back up it starts to run rough again. I have went through both carbs. and rebuilt. I have tried another fuel tank and hose that I know is good. I have even bypass the fuel hook up and just hooked it straight to the fuel filter nothing has fixed it im stumped. only thing I can think of is either the vro or fuel pump is bad or not set correctly.
 
The red lever on the primer / electric valve / injecter unit .-------Where do you have that lever when motor is running ?---------Is it inline with the valve body ?
 
the red lever is turned straight up should it be turned clockwise toward the tiller handle heres a picture
what is that supposed to do all I here is the solenoid clicking when I press the button I see no effects of it doing anything, is it supposed to help on cold mornings starting
