2000 25hp johnson problem

I have a 2000 25hp johnson outboard
it sat for a few years and i was told it had ignition problems a few times before it sat-ignition and ignition box have been replaced a few times-
When hooked back up to the batteries i noticed when the ignition was turned on it would sometimes light up the gauges-when i messed with the positive cable it would do the same thing.
eventually it started working correctly. when i hooked new gas to the motor, it fired right up.
it stalled a few times, and i noticed when the ignition box got hot, it would stop turning the motor over and just make a buzzing sound
i replaced the ignition box and now it does nothing. i checked the positive wire going to the ignition and it has power, i also replaced the ignition just in case, and still nothing......the positive cable to the ignition box is hot, and the starter turns over with a jumper cable skipping the ignition box
all of the grounds are connected, and cleaned to make sure they have contact.....

what do you think could be causing this?

What do you mean by "ignition box" ??

the small box attached to the motor where the hot wire from the battery goes...it has 4 wires attached to it
ground, hot wire from the battery, a hot wire going to the starter, and a yellow wire

the hot wire going to the gauges is getting juice-tested with test light, but the gauges do not come on now with the ignition...

That would be the starter solenoid.-----Maybe called an " ignition box " in the backwoods / boonies.
