Electric start will not turn over the motor. Battery is new and fully charged. Starter will engage but does not turn over the engine. Using the starter rope, it takes 3 or 4 pulls to get started from cold and then it is one pull for the rest of the day. Do I have a bad starter, a bad solenoid, or something else?
