2000 15 HP - 2 Stroke Low Speed Issue

Bought this in December. Motor ran at this time and the fuel was ran out at the time of purchase. Used for first time in late March. Would run at low speeds for short time and quit. No problems at high speed. Would have to choke to start again. Discovered that I did not have vent screw open on gas tank and thought that this had something to do with it. Did not use again until 2 weeks ago. Same issue even with vent cap screw openned.

Took carb off and cleaned with carb cleaner. No evidence of any gum or dirt. Went out and tried again. same issue when starting. Took carb off again and cleaned again. Same issue. Next ting I did was to set the low speed to base or all the way in and backed it out 1 1/2 turns (it was backed out 2 1/2 turns). Same issue at different settings.

When I had the carb off, the low speed needle looked good and the float setting was ok. After motor quits the primer bulb is hard. The only thing that is different from the time of purchase is the tank. Came with a 6 gallon, but I'm using a new 3 gallon tank and added a fuel filter in line before the primer bulb.

Am frustrated at this point and don't know what to look for next. Any suggestions as to what I can also look at will be appreciated.

There are little holes in carb for idle circuit make sure those are clean and u can shoot carb cleaner in and watch them exit sounds like idle circuit not cleaned properly
 
Take it to a shop and have this simple test done !--------------No amount of " other suggestions " will help if the motor is in poor mechaincal condition.-------There is many a good looking outboard that was ruined by someone who was unsure of how to run and maintain " fine machinery "
 
If no changes in engine behavior when adjusting the idle mix screw, change the top cover. You may have a damaged needle seat.
 
For those with suggestions - thanks. I was a certified OMC outboard motor mechanic until the mid 80's when a career change took me out of that field of work. Have never been stymied like this in the past. While I'm sure that I'm not "unsure", had it apart again and cleaned. Will have to run it tommorow. One question - the parts listing in this forum shows a low speed needle that comes to a point. Mine looks like the point was ground flat, although there are no obvious wear marks. My guess is that the parts diagram may not be accurate?
 
Parts diagram are merely to show a rough indication and position. However I believe your idle mix screw is not 'needle sharp' as the old ones, different 'system'. Have changed a lot of those carb covers in my time.
