200 VMax: Stored, then started fine, then quit suddenly

20001 VMax stored about 6 months outside. Bought new battery, connected to water source and cranked up just fine. Ran for 30 seconds and quit like an electrical cut off. Starter won't engage. Is this a main fuse issue potentially?
 
OK, here is what I have learned so far. Apparently there is a tilt kill switch somewhere. Still looking for info on this. Next there is a starter motor relay that could go bad after sitting up. Need to check this somehow. Checked the main fuse, it is ok. Motor is designed to not start in gear, but you can rev the motor up while in neutral. Could this be malfunctioning. What is most common?
