200 ss how to test ICU

i have a 87 ss rebuilt. wiring

i have a 87 ss rebuilt. wiring is a hair puller dealer gave up after charging me $700. getting power from stator chases down but stops before coils i want to test icu. i have more than one. any suggestions.
just-in-time you seem to know these motors well do you have a shop

when they tested they said power coming out of stator then disapearing they gave up.im going to test stator, plug in another icu, test all wiring,and try this again. just was trying to find out if you cold use a ohm meter to test icu? total rebuld on boat stalled for now"
