200 Mariner wonbt pee at idle Please Help

"My 1996 Mariner will not pee from telltail at idel or on muffs. I can see good flow after running down lake when i first stop but it will eventually start spitting water then stop alltogether, and i dont have any warning horn to indicate overheating.......I replaced impeller and had no change in symptoms....please if anyone knows my problem please help

"My 1989 Mercury 175 is doing the exact same thing. No flow at startup, great flow going down the lake, at stop will flow a short bit then begin spitting. Motor runs strong. I'm changing impeller this weekend hoping it will cure it."
