"My engine runs fine as long as I have someone on the back deck of the boat pumping the bulb. However, if I just try running it normal, it surges like it's not getting enough fuel. What could this be caused by and how can I fix it?"

ibnfishn is correct----fuel pump.

i would recommend replacing the fuel pump instead of rebuilding..................ive read they can be difficult to gte right and they have a tendency to have warped housings.........i havent had any experience myself---only what ive read.

"Kevin save your money on buying a kit and purchase a new VRO pump it will come with a new pulse limiter that screws into the crankcase.
I have striped down many VRO units with the intention of rebuilding them only to find the housings were warped. Dont run the engine anymore untill you have replaced the VRO as running lean is a sure fire way of destroying a good engine
