"I have a 200 hp Evinrude that ran great last year this year i put a new fuel system in it from the tank to the motor and everything in between (10 micron fuel/water seperator, hoses, gages, sending units, ect... )this year it will not get over about 2000 RPM so i rebuilt the 3 carbs the motor starts right up and idles great in or out of gear does not bog when accelerating but will not get to full rpm i tried the elec. choke when running and no change.The batteries are charging fine any suggestions Thanks."
 
You need to check spark to the

You need to check spark to the cylinders.Check that all throttle plates are opening up fully. Check that you have spark at EACH cylinder that will jump a gap of 7/16" or more.No need to check anything else.
