I keep reading that you have to set the timing at 650-750 rpm at idle...but if timing is off already,how do get an accurate rpm?Adjust the idle screw?Turn the rotor?Am i missing something ?Any advice would be appreciated

Yes, there will always be a specified idle RPM.
but if timing is off already,how do get an accurate rpm? Adjust the idle screw?
Yes, adjust the throttle stop screw until you achieve the correct RPM.
Keep in mind that a change to the idle speed advance will also change RPM. In other words, as you adjust the ignition advance, you may also need to re-adjust the idle speed.
Turn the rotor?
No.... the rotor is indexed to the distributor shaft, of which is indexed to the distributor's driven gear, of which is indexed to the camshaft's drive gear.
You will loosen the distributor clamp and will adjust the position of the distributor housing by turning it either CW or CCW.
Am i missing something ?Any advice would be appreciated
