1999 tohatsu 140 hp steering stiff

I have very stiff steering. I already disconnected the steering cable and still very stiff. What is the best way to repair this. heat and grease, or disassembly ? Thanks Richh

It needs to be greased. That may help -- if you can get the swivel to take grease, but often disassembly/cleaning is required... hence heat may also be needed.
