my 15 hp outboart tilt is loc

my 15 hp outboart tilt is locked in the down position and will not will not tilt up for loading or to raise motor for shallow water. I must reach over the srern of the boat and lift the locking mechanism. no parts seem to be broken or missing. it looks as though it is locked as when you put it into reverse.
is this a common problem and how can it be fixed?

I believe there should be a reverse lock actuator attached to the shiftshaft. If adjusted properly you should be able to tilt the motor when in forward gear. The actuator looks like a clamp with a screw and locknut for adjusting the position which the actuator contacts the reverse lock hook.
