1999 Johnson ocean pro 150

I got a new boat and did the water pump and by passed the VRO with a clean external can mixed 50:1. also plunged the oil line and unhooked the reservoir wires and pump wires. engine stated up ran good water pump was pumping. took it out on the river and hammered down got up on plane for like 5 mins. idled down to check the water pump pressure and gas can. went to go throttle back up and she wouldn't go anywhere. I looked in the intake and it seemed like 2 carbs weren't spitting gas but idled back home and checked the plugs they -ALL- looked flooded black.

All the cylinders have 95 to 100 lbs of compression.
I have the NGK champion equivalent plugs in it gaped at .030

is there a way water could get in all the cylinders?
could it be the quick start faulting?
any other suggestions?

If water was getting into the cylinder/s it is highly doubtful that all your plugs would be "flooded black". The cylinder with water ingress would have plugs that look very clean. Can you post pictures of those plugs? What rpm were you able to reach on plane?

Making a a wild stab at it with the limited information you have provided, I would start by checking that all connections at the power pack and coils are clean with no oxidation whatever on the coil grounds.
