1999 Johnson 50 hp Fuel Starvation, Please Help

I bought this motor about 2 years ago it came with a 16ft center console boat. It looks immaculate! A few weeks after I bought it I was driving at full speed then suddenly lost rpm's then regained them and lost them again. This would continue to happen periodically through out the year, but I discovered if I reach back and pump the primmer the boat would regain full speed. So I just dismissed it as bad lines or fittings.

I changed all the lines, primmer bulb, fittings, and added a new fuel pump and my problem remained.

Sprayed the carbs down with carb cleaner, followed the instructions, bogging it down and all. Ran good after that for a day or so.

It is now at the point where I can't even pump enough fuel into the motor to get it started. I'm assuming I need to rebuild my carbs, just wanted to get some opinions from people with similar experiences.

If carbs are the case, where would the best place to get a kit be? Do I just need a rebuild kit, or do I need new needles and seats?
