1999 Johnson 200hp not idling.

Just rebuilt carbs to spec. new spark plugs, fuel filters, water pump.

At first engine would idle really high at 1500++ RPMs then abruptly shut down.
It will not stay on for more then 30-45seconds. I have fuel in carbs, but it doesn't seem traveling to manifold. If I spray carb cleaner I can keep it running longer.
Could it be the VRO pump?
Any help is appreciated.
 
Pump the bulb, does it get hard? Any fuel leaks around or in the carb throats? Pull the drain plugs on the carbs, does fuel come out? Have you synched and linked the throttle plates? What is the compression? Does it have spark on all cylinders? Get back to basics.
