1999 Johnson 200hp Does Not shut off HELP HELP

I have a probelm with my 1999 Johnson OceanPro 200hp outboard engine. When I start it and the engine is not completely warm, the kill switch and turning the key shuts the engine off.
When the engine is hot, after running it a bit, I turn the key or pull the keys out and the engine continues to run. I have to actually choke the engine to get it to turn off (very bad thing).

Can anyone lend some insight into that the problem is, and any help on how to troubleshoot it?

One guy at the marine said it sounded like a powerpack problem, but I cant go by his word yet.

" Sounds like a pack to me. W

" Sounds like a pack to me. Warm the engine up to the point that it will not shut off. Remove the black/yellow wire from the connector and short to ground. If the engine shuts off the pack is OK and you have a short in your wiring harness somewhere. This wire is located in the connector in the harness coming from the pack, not the main engine connector.
