1999 Evinrude 50 hp no spark

Hi everyone! I took my boat out recently and it ran well with the exception of running in idle. It has been cutting off within a minute of idling. Two weeks later it turned over with some strength but did not even try to fire up. I thought I flooded it. Tried to check for spark at the landing and didn't get any, but it was bright out so I thought I might not be seeing it. I tried it with my hand holding the screw driver and nothing. I picked up a spark tester, still nothing. So no spark. I tried removing the black and yellow wire from the powerpack. It still did not spark. It is my understanding that if the ignition switch or kill switch was bad, this would then create spark. The power pack was replaced last year. I think I have narrowed it down to powerpack, coils, or a bad ground? But I really don't know. I'm out of ideas. I have a multimeter and basic tools. Can anyone recommend a next step or things to test? I'm not familiar with the settings on the multimeter. But I can take direction well. Any help is appreciated.
Also, the oil has been deleted (if that makes a difference)

Highly unlikely both coils failed simultaneously. One bad coil won't affect the other.

Yes, disconnecting the black/yellow wire will isolate the ignition system from the boat.

OMC stators are extremely reliable. Their triggers are also.

What brand of powerpack did you use last year? Amazon Chineseum?

I had a mechanic replace it. It says OMC CD2SL2T67 5235261. I assume it is really an OMC part. I can't be sure it wasn't used since I didn't buy it.

You have 5235261
Maybe you typed wrong?
Regardless, OEM typically lasts for years.
I'd check stator & trigger for resistance values, expect to find OK. If so replace powerpack.
Idle issue, most likely carb(s) or maladjusted linkage.
Fuel & VRO deleted have nothing to do with your no spark condition.

I did type wrong. thanks. Do I have to remove the flywheel to check the stator? would the stator go out all at once? I am missing a bolt that is on the bottom of the bracket that holds the coils and circuit breaker. Could that affect the grounds that are connected to the bracket? Also, I recently put a new o-ring on the ignition wire at the battery, but i did not put the in line fuse on it. Thanks!
