1999 30hp mshx shift shaft boot leaking

Hi, I'm doing a rebuild on my 1999 30hp mshx outboard and have found that the shift shaft boot is leaking during pressure testing. Is a little leaking from the boot top normal? I cant find a procedure for replacing the shift shaft boot in my shop manual. Do I just unscrew the retainer and pull the whole shift shaft and mount the new boot onto what looks like double flares on the shift shaft and will I have a problem re-inserting the shift shaft into the gear case? Also, is there a torque value for the screws that mount the water pump? The manual says to use standard torque values for metric screws and that turns out to be 35 ft.lbs. for 12mm.That seem awfully high for the plastic water pump body. I think those values are for metal to metal surfaces anyway. Lastly, would you put any dressing on the water pump gaskets and if so what would you use? Would silicone sealing grease like "MPT" be ok?
