"Having a problem keeping my 1999 25 hp 2 stroke Merc in idle...but only with the cover on. With the cover off, I've gone through the idle adjustment and air/fuel adjustments specified in the manual and get good results. I can take it out with the cover off and it performs well. Then, with it still in idle, I put the cover on and it slowly revs down and dies, almost like it is being starved of fuel or air, or both. The cover doesn't appear to be pressing on any linkages and the air hole in the cover is not impinged. Any ideas would be greatly appreciated."
