1999 2-stroke carb 9.9 low power

After rebuilding the carburetor (ultrasonic cleaner!) new plugs, thermostat, and water pump, my motor starts on the first pull and idles like a dream. At WOT, it seems to run rough and only gets to about 3400 RPM. At part throttle, it sounds a little rough as well with some surging.

I've checked spark output with a tester and it looks good. The idle timing is dead on at 6 and WOT timing looks around 36 degrees as it should. Fast idle and low idle are right on too. Compression on both cylinders (cold) is about 90 psi but I assume that's okay for a manual start (I can only pull so hard).

What's left? I'll try anything but I don't know of anything else to check or adjust. I'm considering changing out the fuel tank / primer bulb but's that's just a guess.

I did install the carb gasket that came with the rebuild kit but the carb flange has an o-ring. Should I have not installed that? I don't remember if there was one originally.
