1999 115HP (E115FSLEEC) Ignition Wiring Diagram/Help

I unfortunately broke my key in my ignition for my 1999 Evinrude E115FSLEEC. I can still get it to turn on if I insert the broken key into the ignition. I just ordered a replacement ignition. I did correctly place the wires in the correct spot, I took pictures before and verified. When the new ignition is in place, I only get the alarm horn when I turn the engine but it does not crank or turn over. I then hooked up the old ignition and same thing. I get the horn/alarm sound but the engine will not turn over or even crank. Any help would be appreciated. If someone can show me a diagram of the wiring that would be awesome as well to make sure I have them correct.

For some reason it is not allowing me to add photos. Once I find out how, i will add photos of the ignition.

If you're sure you have the wires connected properly... Jiggle the throttle handle in case the neutral safety switch is not properly seated.

Did you disconnect the battery when doing this work? If not, it might be possible your shorted the 12V wire to ground and popped a fuse.

Remove the cover on your fuse and relay Power Distribution Panel and check each fuse to make sure they are good.
