1998 optimax motor won't turn

Hello all, I have a 1998 mercury optimax 200 dfi. I replaced the starter however after replacing it, the motor wont crank over. When I turn the key to ACC mode the tachometer kicks on, the horn goes off and the pump winds. When i turn the key to fire, there is nothing. All fuses are intact and the solenoid I would imagine is fine (since the pump kicks on I know theres power to the engine) and, the battery is new and the correct recommended MCA for that motor. I would be very grateful if anyone had any insight as to what the problem could be.

Start solenoid. Check voltage at solenoid. Battery side. Should be 12v. Check feed wire yellow with red tracer. Need some one to turn the key to start. Should be 11-12 v there. If there is. Check starter side of solenoid. Again have someone turn the key to start. Should also be 12v there..
